Financial Affairs Department

The Financial Affairs Department is responsible for implementing financial legislations, laws, regulations, and circulars. It prepares an annual working plan, follows up on its implementation, and submits reports on achievements. The department pays salaries and dues to all employees of the University's Presidency, deducts amounts due, and processes payments to government entities, companies, institutions, and individuals. It manages accounts of permanent and temporary advances, settles them according to governing rules, and oversees the vault accounts, delivering received amounts and paying from the permanent advance as per financial regulations. The department prepares the draft current and capital annual budget according to the University's plans and circulars from the Ministry of Finance and the Ministry of Economy, and prepares the final account of the University's budget.

It controls bank accounts, reconciles balances, collects revenues from service fees, makes budget transfers within legal limits, and takes measures to achieve internal control, oversee expenditure, maintain public money, and improve financial status. The department establishes technical rules for accounting entries, financial spending, recording liabilities, and auditing processes, provides commodity and service needs, examines requests for financial allocations, responds to State Audit Institution reports, proposes professional development programs for employees, contributes to improving services, and performs any other duties within its area of competence.
